Dear Governor ______________________________ :
I am in favor of clean air but opposed to targeting and retiring vehicles based solely on their old age as proposed by the "voluntary vehicle retirement" programs. I urge you to vote against any of these programs in the name of the environment, the taxpayer, and the auto enthusiast. While these programs may spend a considerable amount of taxpayers' dollars, it is my understanding they have little impact on cleaning up the environment, since they do not target the prime pollution contributor: the gross polluter.
Gross polluters are vehicles of any age, not just pre-'80 vehicles that a legislation would target. The programs will likely buy vehicles that aren't worth the purchase price the government is offering and may not even be prime pollution contributors. This contradicts the mission of a fiscally responsible Congress, and, thus, I urge you not to allow use of federal money for vehicle-scrappage programs. Florida studied vehicle scrappage and concluded it was not a cost-effective program for the state; other states have drawn the same conclusions. Action must be taken to clean the air, but saddling the taxpayers of this state with a faulty program is not an effective way to address pollution problems.
